Government changes immigration rules for nurses, teachers and bus drivers

fter months of pressure, the Government has moved nurses and midwives onto the immigration green list, meaning they can get immediate residency in New Zealand.

When former immigration minister Kris Faafoi and Prime Minister Jacinda Ardern announced the ‘Immigration Rebalance’ back in May, they were criticised for enacting “sexist” immigration rules.

While doctors were eligible for the straight-to-residency pathway, nurses and midwives were not. Staff shortages stretched across the health professions, with Health Minister Andrew Little saying the country needed “hundreds” of mental health nurses alone

During the final post-Cabinet news conference of the year, Ardern and Immigration Minister Michael Wood announced a major shake up to their “Immigration Rebalance”.

Not only would the straight-to-residency pathway open up to accept more health professionals, but there would also be a temporary residence pathway for bus and truck drivers.

All teachers would be added to the work to residence pathway, along with tradespeople such as drain layers and motor mechanics.

“Ultimately, we’ve heard the ask. The ask was to make the message simpler,” Ardern said.

“Our message to nurses everywhere is that we are the best place to work and play.”

National Party immigration spokesperson Erica Stanford said Monday’s announcement was a much-needed “back down” from the Government.

“Not a single health organisation supported the Government’s policy which put New Zealand at a huge disadvantage compared with countries like Australia that offer migrant nurses residence immediately,” she said.

From March, 10 professions would be added to the green list. They included gas fitting, drain layers, crane operators, civil machine operators, telecommunications technicians and civil construction supervisors. Halal slaughterers would also join the green list next year.

Midwives, nurses and any doctor not already on the green list would officially join the straight-to-residency pathway from this Thursday.

But ACT health spokesperson Brooke van Velden asked why paramedics and pharmacists weren’t on the green list, when there was also demand for those health workers.

Wood also announced that people who, through the pandemic, lost their ability to work in New Zealand after completing a tertiary qualification would be able to re-apply for a year-long post study work visa.

Green Party immigration spokesperson Ricardo Menéndez March said the decision to allow those graduates to work would be a “life-changing decision”

“Many students went into debt and hardship, because they had invested a lot into being able to migrate to Aotearoa only for the pandemic to get in the way,” he said.

March also supported the focus on bus drivers and other important, but not necessarily highly paid, professions.

“The Government backed itself into a corner by conflating high skills with high salaries,” he said.

“The pathway to residency required you to earn a lot of money to settle in New Zealand, but that missed out people who are deeply essential but not paid enough.”

On Monday, Stats NZ reported a net migration loss of 4100 in the year ended October.

For the year ended October 2022, 15,100 New Zealand citizens left and 11,000 non-New Zealand citizens arrived.

Immigration pressures have often been raised with the Government, as various sectors struggle to find staff amid very low unemployment across the country.
